A Lab plan is priced to sit under the limit for a direct purchase, so in most institutions it needs one signature rather than a committee and three quotes. Adding people later is a separate request, assessed on its own — so growing the lab doesn't push the original purchase over a threshold. Your own institution may set a lower internal limit than the government one; ask your purchase office what yours is, and we'll quote to fit it.
Can this be bought for a whole department rather than one lab?
Yes, and it's usually cheaper per person that way. That's a conversation rather than a page.
